Multi-Residential Development - 25 South Riverside Avenue

On September 1, 2020, a special permit application was submitted to the Village for the construction of a multi-residential building on the property located at 25 South Riverside Avenue.  

In the State of New York, all discretionary approvals issued by the state or a unit of local government require an environmental impact assessment. This process is referred to as the State Environmental Quality Review (SEQR). On January 4, 2021, the Village Board issued a Negative Declaration pursuant to “SEQRA” for the proposed project. The application was also reviewed by the Village Planning Board and Waterfront Advisory Committee (WAC). Upon recommendation from the Planning Board and WAC, the Village Board determined that the Proposed Action was consistent the policy standards and conditions set forth in the Village’s Local Waterfront Revitalization Program. A Public Hearing on the proposal was conducted on December 7, 2020, and the special permit was granted on January 4, 2021, subject to several conditions. The three-story building will have a total of 39 residential units; 26 one-bedroom, and 13 two-bedroom. Four of the units will be marketed as affordable units in accordance with the Village’s affordable housing law. The development lot will have a total of 59 parking spaces; 49 spaces below the building and 10 spaces adjacent to the building. A traffic analysis for the proposed development was conducted in the Summer of 2020, and is available here. The Planning Board, as part of their site plan approval, required a full landscaping plan to be implemented once construction is completed. A final certificate of occupancy will not be issued until this plan is completed.

Construction has begun on the property - the Village has created a Construction Monitoring Program page to make daily vibration monitoring reports available to the interested public. Construction is expected to be completed in 2024.
