Brook Street Grade Crossing Elimination Project and Improvements to Senasqua Tunnel

Over the past 10 years, the Village has worked with Metro-North Commuter Railroad and the New York State Department of Transportation to accomplish an important goal: close the Brook Street at-grade crossing and construct a road to lead to Senasqua Park and the Village's Hudson River waterfront. Many agreements and components had to come together before construction of this project could begin in the Spring of 2004. In 1994 the New York State Department of Transportation made available approximately $1 million of Intermodal Surface Transportation Efficiency Act funds for the closing of the Brook Street grade crossing over the Metro North railroad tracks.

The funds were to be utilized to construct a new road from the Half Moon Bay Bridge running north to the Croton Yacht Club. In 1996 the Village and the Half Moon Bay Homeowners Asssociation signed an agreement whereby the Village would take over ownership and maintenance of the Half Moon Bay Bridge and purchase the Half Moon Bay Park parcel which was to become part of the new access road.

The Village paid $116,000 for the purchase of the Half Moon Bay Park parcel. In 2001, the Village and Metro North Railroad signed a Memorandum of Understanding whereby Metro North would pay $2 million of the project costs and the balance would be funded from the proceeds of  a grant from NYS DOT. The agreement provided for the retention of the Village's Senasqua Tunnel for pedestrian and bicycle access. The total budget for the new road is now over $4-million.

The new road will provide increased access to our riverfront, closing of a dangerous at-grade crossing, and the continuation of the trail from Half Moon Bay to Senasqua Park and north. The sidewalks over the Half Moon Bay Bridge also allow for pedestrian access from the river front trails into the Village.
