1 Croton Point Avenue Multifamily Development
 

The Village of Croton-on-Hudson has owned the property known as Parking Lot A on Croton Point Avenue since the 1960s, when it was purchased from the New York Central Railroad. The lot has served as overflow parking for the Croton-Harmon Train Station since that time. The changes in commuting since the pandemic began in 2020 have shown that this property is no longer needed for that purpose. As part of the South Riverside Avenue Area Zoning Study, the Village adopted new zoning regulations to permit mixed-use or all-residential development on the site. In 2023, the Mayor and Board of Trustees established a Lot A Task Force to develop a request for proposals (RFP) from developers to purchase the property, in consultation with AKRF, the Village’s land use consultant. The RFP was published on July 24, 2023, and has a response deadline of November 15, 2023.

Key dates in the timeline of this project are listed below:

  • On April 22, 2024, the Village Board of Trustees announced that it has selected WBP Development LLC as the purchaser and developer for the Lot A parcel.   • On July 17, 2024, the Village Board of Trustees acknowledged receipt of a special permit application from WBP Development LLC for the construction of a 100-unit multifamily development. The Board has begun the 30-day window of declaring its intent to serve as Lead Agency under the State Environmental Quality Review Act (SEQRA).
  • On December 18, 2024, the Village Board of Trustees issued a negative declaration under SEQRA, a statement of consistency with the Village's Local Waterfront Revitalization Program (LWRP) and a special permit to WBP Development LLC for the construction of a 100-unit multifamily building at 1 Croton Point Avenue.
  • On June 11, 2025, the Village Board of Trustees approved the purchase and sale agreement of the property at 1 Croton Point Avenue to WBP Development LLC for the construction of a 100-unit multifamily building.
  • On June 17, 2025, the Planning Board approved the site plan application and consolidated subdivision application for WBP Development LLC for the construction of a 100-unit multifamily building at 1 Croton Point Avenue.
  • On October 29, 2025, the purchase and sale agreement was fully executed with WBP Development LLC for the two Village-owned parcels at 1 Croton Point Avenue. The two parties will now work towards scheduling a closing date. Please click here for the purchase and sale agreement.
  • On November 19, 2025, the Village Board approved entering into an Intermunicipal Development Agreement (IMDA) with Westchester County and WBP Development LLC. This agreement will allow up to $6 million from the Housing Implementation Fund (HIF) program to be used for various infrastructure improvements in support of the development.
  • On April 22, 2026, the Westchester County Dept. of Health issued its approval for the Wayne Street water main extension to connect to Croton Point Avenue. This extension will allow for a loop in the water distribution system, improving water quality for the entire neighborhood.
  • On May 18, 2026, the Westchester County Board of Legislators (BOL) authorized New Homes Land Acquisition funding and Housing Implementation Fund funding related to the 1 Croton Point Avenue development. Additionally, the BOL authorized the signing of the Intermunicipal Development Agreement (IMDA) with the Village and WBP Development LLC.
  • On May 20, 2026, the Village Board approved entering into an agreement with LaBella Associates to undertake third-party review services for the building permit application for 1 Croton Point Avenue. WBP Development LLC was directed to place funds into escrow to cover the anticipated costs of the review services.

25 South Riverside Avenue Multifamily Development
 

On September 1, 2020, a special permit application was submitted to the Village for the construction of a multi-residential building on the property located at 25 South Riverside Avenue.  

In the State of New York, all discretionary approvals issued by the state or a unit of local government require an environmental impact assessment. On January 4, 2021, the Village Board issued a Negative Declaration pursuant to the State Environmental Quality Review Act (SEQRA) for the proposed project. The application was also reviewed by the Village Planning Board and Waterfront Advisory Committee (WAC). Upon recommendation from the Planning Board and WAC, the Village Board determined that the Proposed Action was consistent the policy standards and conditions set forth in the Village’s Local Waterfront Revitalization Program. A Public Hearing on the proposal was conducted on December 7, 2020, and the special permit was granted on January 4, 2021, subject to several conditions.

The three-story building will have a total of 39 residential units; 26 one-bedroom, and 13 two-bedroom. Four of the units will be marketed as affordable units in accordance with the Village’s affordable housing law. The development lot will have a total of 59 parking spaces; 49 spaces below the building and 10 spaces adjacent to the building. A traffic analysis for the proposed development was conducted in the Summer of 2020, and is available here. The Planning Board, as part of their site plan approval, required a full landscaping plan to be implemented once construction is completed. A final certificate of occupancy will not be issued until this plan is completed.

The Village created a Construction Monitoring Program page to make daily vibration monitoring reports available to the interested public. Construction is expected to be completed Spring of 2026.

325 South Riverside Mixed-Use Building
 

On July 15, 2024, a special permit application was submitted to the Village for the construction of a three-story mixed-use building at 325 South Riverside Avenue. The Village Board declared its intent to serve as lead agency for SEQRA and referred the application to the appropriate agencies as required by law.

On October 23, 2024, the Village Board of Trustees conducted a public hearing on the special permit application submitted for 325 South Riverside Avenue. Following the public hearing, the Village Board requested a detailed traffic study to understand the potential impacts of the project on the neighborhood.

Following the adoption of Local Law 8 of 2025, the authority to issue special permits has been transferred from the Village Board of Trustees to the Planning Board. When the traffic study information is submitted by the applicant, the Planning Board will assume review of this special permit application.

352 South Riverside Mixed-Use Building
 

On July 6, 2023, a special permit application was submitted to the Village for the construction of a three-story mixed-use building next to the existing one-story commercial building located at 352 South Riverside Avenue. The Village Board declared its intent to serve as lead agency for SEQRA and referred the application to the appropriate agencies as required by law.

On September 26, 2023, the Village Board of Trustees conducted a public hearing on the special permit application submitted for 352 South Riverside Avenue. Following the public hearing, the Village Board of Trustees issued a negative declaration under SEQRA, a statement of consistency with the Village's Local Waterfront Revitalization Program (LWRP) and a special permit to Ameriland Brook LLC for the construction of a mixed-use building at 352 South Riverside Avenue.

370 South Riverside Cannabis Dispensary
 

On March 26, 2026, a change of use application was submitted to the Village Planning Board for the conversation of a convenience store to a cannabis retail dispensary at 370 South Riverside Avenue. The New York State Office of Cannabis Management reviewed this location and determined that it met the distance requirements listed under the New York State Cannabis Law.

On April 14, 2026, the Village Planning Board reviewed the submitted application and approved the change of use with a number of conditions related to time, place and manner.

425 South Riverside Avenue Multifamily Building

On July 13, 2026, the Engineering Department received a finalized special permit application from Zarin and Steinmetz representing Carmel Riverside LLC, owners, for a multifamily building to be located at 425 South Riverside Avenue. This property is located in the C-2 General Commercial District and the Harmon South Riverside Gateway Overlay District. The parcel is also within the Indian Brook-Croton Gorge Inter-Municipal Watershed Protection Overlay District (WPOD).
 
The application provides for the demolition of the existing commercial building on the property and the construction of a three-story, 49-unit building, consisting of one- and two-bedroom apartments.
 
The applicant is scheduled to present their application to the Planning Board at the meeting on July 28, 2026.

1380 Albany Post Road Multifamily Building
 

On September 14th, 2021, the Village received a zoning petition from Zarin and Steinmetz Law Firm representing the Matra Group, LLC, owners, for a mixed-use occupancy building located at 1380 Albany Post Road in the North Gateway District. The Village Board declared its intent to serve as lead agency for SEQRA and referred the application to the appropriate agencies as required by law.

During the course of the review process, the owners of the property changed the proposed development from a mixed-use occupancy building to a multifamily building. On August 15, 2022, the Village Board issued a special permit for a 29-unit multifamily building.

On June 10, 2025, Zarin and Steinmetz, on behalf of the Matra Group, LLC, submitted a renewal application for the special permit, which was slated to expire on August 15, 2025. On July 1, 2025, the Planning Board adopted a resolution renewing the special permit for a two-year period, with the new expiration date being August 15, 2027.
