Narrative: A Croton-on-Hudson resident reported that her vehicle, taken without her permission, was involved in a motor vehicle accident on Quaker Ridge Road. The Croton Police Department's Detective Division arrested 19-year-old Justin Kargbo, a Croton-on-Hudson resident and a 16-year-old minor, a Croton-on-Hudson resident. Both were charged with unauthorized use of a Vehicle in the 3rd Degree. Mr. Kargbo was also charged with Criminal Possession of a Controlled Substance in the 7th Degree. He was released on his own recognizance.
