Weekly Police Blotter: January 25 - January 31

A selection of incidents from the police blotter of the Croton-on-Hudson Police Department. Please note that the below information is public record and does not constitute all calls received by the department during the period.

Location: Old Post Road South 
Call Type: Criminal Trespass
Narrative: NYSP Cortlandt called after they had received a call from a female who reported coming to her apartment and observing her window was open and her bed appeared to not have been the way she left it. The female is scared and locked herself in another bedroom inside the apartment. Patrols responded and interviewed the female resident who stated that she left her apartment approximately 9 a.m. on January 23, 2021, and locked the door, as well as believing the windows were locked. When she returned to her apartment she observed the window open, went inside and took a shower. She then went into her bedroom and noticed the bed did not look the way she had left it. Patrols canvassed the area and noticed the open window is for the bathroom. Presently the caller has not noticed any items missing. Caller further added that she has noticed items missing from her apartment that belonged to her former common law husband/boyfriend. She believes members of his family have come there and taken some of his personal belongings at different dates. Detective Division notified.

Narrative: Social Services form Peekskill requested a welfare check of a female client. Caller reports earlier in the day the client indicated that she would be better off dead and may need someone to take care of her cats. Patrols responded to the residence and spoke to the adult female involved and offered medical assistance and asked if she would like to go to a local hospital. Involved adult female indicated she is ok and declined any further assistance. Social Services representative was advised the involved subject was not in distress and was ok.

Location: Route 9 North 
Call Type: Motor Vehicle Accident
Narrative: Caller was driving northbound on Route 9 North when an object in the roadway hit her vehicle. Patrol dispatched, and reported no injuries. Patrol reported the vehicle struck a wheelbarrow that has now been moved from the roadway. NYSDOT was notified. Another vehicle hit a piece of wood on the highway and got a flat tire. Patrol further reported that they do not want an accident report filed; they will just change the tire. Patrol will file an MV-104 for the first vehicle with body damage.

Narrative: Caller stated a mail delivery truck broke down and is blocking traffic. Patrol dispatched and reported the operator was able to move the vehicle to a side street. Operator called Nappy's Towing to come get the vehicle.

Narrative: Caller requested a welfare check on her mother. Caller reported her mother sent her aunt a text last night that she wants to kill herself by taking a lot of prescription medication. Caller stated she did speak to her mom today at 2:30 p.m., but now she is not answering the phone. Patrol dispatched and spoke to the mother who wanted to voluntarily go to the hospital to speak to a therapist. 60 Control notified and party was transported to the hospital by Croton EMS. Caller was notified regarding where her mother is going.

Call Type: Dog at Large
Narrative:  Anonymous caller reported a loose medium-sized brown/white dog at Old Post Road North and Van Wyck Street. Patrols responded, canvassed the area and located the dog on Lower North Highland Place. The dog was captured by patrol and had no tags.  The dog appeared to be blind, dirty and cold. The Katonah-Bedford Veterinary Center was contacted and representative advised to transport the canine to their facility. Patrol transported the canine in Car 34 without incident. Owner of the dog notified the police department around 6 a.m. that her dog got loose in the middle of the night. Owner was advised that the dog was transported to the animal hospital in Katonah.

Narrative: Patrol reported being stopped by a civilian who locked his keys inside his vehicle. Patrol gained entry into a 2008 Chevy Colorado without incident.

Call Type: Motor Vehicle Accident
Narrative: Caller stated she needs the police for a two-car accident at the BP Gas Station. Patrol dispatched to location. Patrol requested Croton EMS for airbag deployment. The Croton Fire Department and Croton EMS responded. Patrol reported vehicles involved as a 2016 Blue Toyota and 2016 Black Honda. Patrol requested tow for the black Honda. Dom's contacted and responded. Patrol provided a courtesy transport to the operator of Honda to her residence. Report filed by patrols.

Narrative: Caller in Florida requested assistance in locating an elderly resident of Croton. Caller indicates the woman's relatives in Brazil have not been able to get in contact with her for over a year. The phone number on file is no longer associated with her. Police Headquarters made contact with a neighbor who was listed as the woman's emergency contact. The neighbor reported the woman moved to a nursing home in Briarcliff Manor in 2020. Neighbor reported the woman had a law guardian assigned and her residence in the Half Moon Bay complex has been sold. The caller was advised of the information learned regarding the woman.

Call Type: Assault 
Narrative: Caller reported that her 20-year-old son just attempted to run over her teenage son with his vehicle. The caller declined Croton EMS and patrols responded to the residence. Patrols reported the operator of a gray 2015 Hyundai Sonato had already left the scene.  Patrols requested Croton EMS respond for the victim, who sustained a physical injury. A registration and license check of the operator and vehicle involved were conducted and were both valid. The victim declined further medical treatment. Patrols were able to establish phone contact with the operator and he voluntarily responded to police headquarters. The defendant was placed under arrest and charged with Assault in the 2nd Degree. The defendant was booked, processed and was held for arraignment. A temporary order of protection against the defendant for the victim was issued. The defendant was released on his own recognizance.

Call Type: Utility Issue
Narrative: Caller reported a large truck drove through the neighborhood five minutes ago and tore down overhead wires. Wires are now down on the road and the caller no longer has cable or phone service. Caller was advised patrols would respond to the area and check on condition. Caller further reported she contacted Optimum and someone had already moved the wires off the roadway.

Narrative: A representative of the Croton Sailing School reported a male wearing dark blue has been sitting on the ground in Senasqua Park for the past 20 minutes during the snowstorm. Patrols responded to the park and reported the male subject is fine and is talking on his cell phone. The man is reportedly waiting for a family member who has an appointment at village hall.

Narrative: Caller reported having a disagreement with her son's girlfriend, who had her vehicle without permission. Patrols responded and conducted a registration check of the vehicle which was in fact registered to the caller. Vehicle returned to the caller/owner. Her son and his girlfriend left the area in a taxi cab.

Call Type: Parking Complaint
Narrative: Caller stated a black SUV is blocking the road in the area of 100 Maple Street. Patrol dispatched and stated the vehicle owner put the car back into the driveway and out of the roadway. Owner believes it somehow slid into the roadway. Condition corrected.

Narrative: Croton EMS dispatched for a head injury from a fall. The home health aide called on behalf of a resident of Warren Road.  Patrols responded to location. Croton EMS on scene and the aided refused medical attention.

Location: Albany Post Road 
Call Type: Civil Dispute 
Narrative: Caller stated that he cannot get into his house because the door is locked. Caller also said that he attempted to go to the house and knock on the door, and he heard his brother screaming inside. Caller has an active Order of Protection, which states that the caller can be in the house but that if he runs into his brother in a common area, he needs to leave the common area. Patrols reviewed this with the caller on the phone to make sure he understood. Patrol dispatched to the residence. Patrol reported speaking to the homeowner, the caller's mother, who does not want the caller at the house. Patrols then spoke with the caller further and he indicated that he will try and get assistance at a shelter for the night.

Narrative: Caller on Wells Avenue requested Croton EMS for his wife who '"seems to be slipping into a coma." Call transferred to 60 Control and paramedics and Croton EMS were dispatched. Patrols also responded to the residence and reported the aided was transported by Croton EMS to the hospital.

Narrative: Croton EMS dispatched to a residence on Irving Avenue for an elderly female possibly having a stroke. Patrols dispatched and Croton EMS responded. Patrols report the aided was transported to the hospital.

Narrative: Caller reported a two-car accident in the rear parking lot at C.E.T. School. Patrols responded and report a gray 2016 Honda and a gray 2016 Chevrolet involved. Patrols to file an accident report.

Narrative: Croton Fire Department dispatched to a residence on Lounsbury Road for a residential fire alarm. Patrols also responded to the residence. Patrols reported that the Croton Fire Department is handling the alarm.

Narrative: Croton EMS dispatched to a residence on Amber Drive for an elderly female injured from a fall. Patrol responded and report the aided transported to the hospital.

Location: Dailey Drive
Call Type: Fraudulent Activity
Narrative: Caller reported she had received a letter from the Department of Labor with instructions on how to activate her unemployment benefits. She called the telephone number and they stated it is probably fraudulent. She further added the letter had her social security number, but the address on it was for another home on Dailey Drive. The letter also displayed her wage information, which was accurate, but not exact. Caller has had no financial loss at this time and will check her credit report.

Call Type: Suspicious Person
Narrative: Caller, who does not live in Croton, reported that her elderly mother notified her of a suspicious male who came to her house and was banging on her door. She opened the door and the male stated he was looking for Steve. She told the male Steve lives in the other apartment. The caller, after hearing this, called Steve who was home and did not know who the male might be and did not see the male. He did indicate that he could be a process server attempting to serve papers. Caller stated the incident took place at about 7 p.m. The male was described as an older white male approximately 6'0" tall and wearing a protective mask. Caller reported her mother owns the two-family house and rents the other apartment. Caller requested extra patrols in the area as it is not confirmed it is a process server.  She was advised to have her mother contact the police if anyone returns. Patrols canvassed the area with negative results.

Narrative: Skyview personnel called requesting an ambulance for a female resident with altered mental status. Croton EMS was dispatched and transported the aided to the hospital.

Location: Glengary Road
Call Type: Alarm - Residential
Narrative: The Croton Fire Department was dispatched to Glengary Road for a residential fire alarm. Patrols dispatched and reported nobody appears to be living in the residence at this time. A home improvement company truck was parked in the driveway. Patrols were able to speak to the homeowner, who is currently away while the house gets renovated. Homeowner will contact the alarm company and renovation company in the morning to sort out any issues.

Call Type: Motor Vehicle Fire
Narrative: Croton DPW employee reported receiving a phone call from someone stating a vehicle was on fire at the top of Dailey Drive. Patrol dispatched. Patrols reported a fire in the rear of the vehicle has been extinguished. The vehicle, a white 2017 PRM Van, was registered to a resident of Dailey Drive and was valid. The Croton Fire Department is handling.

Narrative: Two bench warrants received from Village Justice Court for a Village resident. The warrants were entered into the computer systems, and filed.

Narrative: Alarm company reported a residential burglar alarm with motion detected in the interior of the garage. Patrols responded to the residence. Patrols reported the perimeter is secure and no one appears to be home. No alarm permit on file; the village clerk's office was notified.

Narrative: Caller reported a motor vehicle accident involving two cars. Patrols dispatched to the location and report a gray 2007 Hyundai and a blue 2010 Honda were involved in an accident. Patrols to file an MV104 accident report.

Narrative: Arrest warrant received from the Village Justice Court for a Peekskill resident. Warrant is for Criminal Contempt in the 1st Degree. The warrant was entered into the computer systems, and filed.

Narrative: Caller requested police check on her elderly friend. Caller has not heard from her in a couple of days. Patrol sent to check residence. Party stated she was fine and did not have a working phone at the time. Patrol followed up with the caller but was unable to reach her.

Narrative: Caller reported seeing a child go on the ice at Duck Pond Park. Patrols responded and checked the area with negative results. Patrols spoke to the caller at the Duck Pond who said the child had left the area.

Narrative: DPW personnel report a problem with the dummy traffic light not cycling properly. Light changed to flashing red. Patrols also placed portable stop signs at the intersection.

Narrative: Resident reported an unknown person opened a checking account in his name with TD Bank. Complainant indicates he responded to the bank in Ossining and cancelled the account. The bank was unable to tell him who opened the account or how. Complainant wanted an official blotter record of the event.

Narrative: Alarm company reported a residential burglary alarm with motion detected. Patrols dispatched to residence. While enroute to the alarm call, the alarm company requested patrols cancel the response. Caller reported the homeowner is on scene and provided proper passcode. Patrols advised to cancel. Alarm permit registered with village office.

Narrative: Caller reported a white male, about 60 years old and wearing a blue jacket, grey pants and a blue baseball cap, asking people for money near the CVS Pharmacy. Patrols responded and located the male subject involved. Patrols reported the man was trying to raise enough money to take the Bee-Line Bus. Warrant checks conducted and were negative. Patrols provided a courtesy transport for the man to the V.A. campus in Montrose.

Narrative: Resident reported she is being harassed by her finance's ex-wife. The reporting party has received emails and voicemails threatening to harm her. She would like to press charges for aggravated harassment. Patrol completed a case report and victim completed depositions. Domestic Incident Report completed by patrols.

Call Type: Fraudulent Activity
Narrative: Resident called saying he received in the mail a Key Bank debit card and a letter saying he can obtain his unemployment benefits with this debit card. Caller said he did not apply for unemployment and called New York State, who cancelled the benefits. He further called Key Bank and closed the card and account. He wanted a blotter on record. No money was obtained from Key Bank.

Narrative: Caller reporting an erratic driver on Brook Street. Patrol dispatched and reported the driver was gone on arrival.

Narrative: WCPD received a call for teenagers in the roadway. Patrol dispatched and reported no one was in the roadway. Unfounded.

Narrative: Alarm company reported burglary alarm at a residence on Cleveland Drive. Alarm company reported they called the house with no answer. Patrol dispatched. Patrol spoke to homeowner who is reporting an issue with the alarm. All ok at residence.

Narrative: Peekskill Police Department called in a stolen U-Haul trailer on Route 9 South. Patrol dispatched to check the highway. Westchester County Police Department patrols reported stopping the trailer in Ossining.

Narrative: A 911 caller reported a personal injury auto accident in the Super Foodtown parking lot. Croton EMS and the New York State Police were dispatched. Croton patrols responded to assist NYSP. State Police handling the investigation and report.

Call Type: Fire Response
Narrative: Croton Fire Department dispatched to a residence on Half Moon Bay Drive for an inside odor of burning. Patrol dispatched and reported the fire department is on scene. CFD reported there is nothing burning, and could possibly be the heat smell.

Narrative: Complainant reported that someone opened a credit card in his name and made a purchase for $4,849.02 at a Sprint store. Complainant is now receiving a debt collection notice for payment. He stated he did not make these purchases and is now disputing them. The complainant filed supporting depositions and a copy of the debt collection letter. Patrols filed a report.

Narrative: Caller fell and cannot get up. Patrol responded and reported the involved aided is bleeding and needs Croton EMS to assist. Croton EMS responded and aided transported to the hospital.

Call Type: Disabled Vehicle
Narrative: Caller reported a disabled vehicle on the highway near the Croton River Bridge. Patrols checked the highway and reported the vehicle was gone on arrival.  
  
Date/Time:  1/31/2021  1:08 a.m.
Location: Route 9A
Call Type: Motor Vehicle Accident
Narrative: Village of Ossining Police reported a white sedan with damage had just struck a house and fled toward Route 9A; no further information. Croton patrols advised to be on the lookout for the vehicle. A short time later, Ossining Police on the county hotline indicated the vehicle was located in their jurisdiction and patrol officers were attempting to track down the driver.

Call Type: Village Ordinance Violation
Narrative: Caller, who is at home, reported that her husband, who is shopping at Shoprite, stated there are multiple people inside the store not wearing face masks. Patrols responded and did not observe any person(s) in violation. The manager was interviewed and advised there are personnel inside the store checking for compliance and at the front entrance checking temperatures. Patrol observed the personnel. Manager was advised of the complaint. The patron inside the store who called his wife was not located.

Narrative: 911 hang up call received from a residence on Maple Street. Patrol responded and confirmed the accidental dial. The caller was trying to reach CVS Pharmacy.

Location: South Riverside Avenue
Call Type: Stolen Vehicle
Narrative: Caller reported that he parked his car, a blue 2013 BMW 528i, in the Shoprite parking lot and went inside to shop. When he came outside, his vehicle was not there. The plate was found in eJustice to have a valid registration. Patrols responded and canvassed the area with negative results. While interviewing the caller further it was discovered he drove a different vehicle to the store. The plate of the vehicle was discovered and was valid. Patrol canvassed the area and located the vehicle in the parking lot exactly where he parked it. Condition corrected.

Narrative: 911 caller reported a dispute, possible domestic, in the apartment above his in Bari Manor. Patrols responded and interviewed the parties involved. A domestic incident report was completed by patrols..  
 
Date/Time:  1/31/2021  3:15 p.m.
Location: Thompson Avenue
Call Type: Unsecure Building
Narrative: Caller, who wants to remain anonymous, reported an abandoned residence on Thompson Avenue with the windows open, and the contractor that was working on the property has been digging around the house, which might cause the trees surrounding the area to fall during the pending wind/snow. Patrols responded and confirmed the residence appears to be gutted inside and is not secured. The caller stated there has not been any work done since approximately December 2020. Caller stated the owner had passed away and thinks the previous owner's relative had taken over the property.  A message was left for a relative. Code Enforcement was left a message and the caller was advised to follow up with code enforcement. The relative called back and was aware of the open windows and stated the house has no utilities and is under a full renovation.

Narrative: Caller reporting kids on the ice at Duck Pond Park. Patrols responded and advised the parties. Condition corrected. Patrol advised there was a red flag posted on the pole. Juvenile form completed and forwarded to Detectives.

Narrative: 911 caller reported her two-year-old daughter was choking on cereal but the food is now dislodged. Patrol responded but did not enter the residence. Croton EMS on scene at the residence. Mother refused any medical attention for her daughter.
