Weekly Police Blotter: December 14 - December 20

A selection of incidents from the police blotter of the Croton-on-Hudson Police Department. Please note that the below information is public record and does not constitute all calls received by the department during the period.

Call Type: Aided
Narrative: A resident reported that she is inside her neighbor's home on North Riverside Avenue and her neighbor is having difficulty breathing. Caller relayed to 60 Control and Croton EMS was dispatched. Patrols also responded to residence to assist. Patrols reported Croton EMS transported the aided to Phelps Memorial Hospital for further medical treatment.

Narrative: Alarm company reported an activated distress call from a resident on Batten Road. Patrols responded and met with the homeowner, who reported the alarm was set off in error.

Narrative: Alarm company reported an activated medical alarm coming from Van Cortlandt Place. Patrols responded and met with the resident who reported the alarm was set off in error by her father and patrols can cancel their response.

Narrative: Resident reported someone entered her home and stole her black wallet from inside her home. Patrols responded to the residence and met with the caller. Patrols reported no burglary took place and the caller's property was located inside her house.

Narrative: Patrols assigned Operation Safeguard taskings during Hanukkah (December 10, 2020 – December 18, 2020). These taskings consist of daily inspections and high-visibility patrols of houses of worship, transportation facilities, retail centers, places of mass gatherings and any other sites within the Village that have been given special attention in the past.

Narrative: Email received reporting a lock down drill at the Pierre Van Cortlandt Middle School. Patrols dispatched to the school and drill was completed without incident.

Location: Old Post Road North
Call Type: Dog Complaint
Narrative: Caller reports two dogs (a doberman and a mini pinscher) are running at large on Old Post Road North near Stevenson Place. Patrol units dispatched and checked the area with negative results. No dogs matching description found on the list of licensed village dogs.

Call Type: Vehicle Stop
Narrative:  Patrol reported stopping a vehicle on Maple Street in the area of Dobbs Park. Upon investigation, patrol reported that the vehicle's registration is suspended and the vehicle is uninsured. The operator of the vehicle, a Village resident, was placed under arrest and issued three summons for speeding, suspended registration and no insurance. The defendant is due back in Village Court on January 6, 2021.

Narrative: Caller reported a small gray hatchback speeding on Cleveland Drive. Patrols checked the area for the vehicle with negative results.

Call Type: Public Assistance
Narrative: Female caller requested assistance locating a homeless shelter in the area. Caller advised of local shelters in White Plains & Peekskill at Volunteers of America and provided contact numbers. Contacted representative at Volunteers of America and provided contact information of homeless female to make arrangements. Volunteers of America representative contacting caller directly to explain her options at local shelters.

Narrative: The M.T.A. Police Department dispatchers requested Croton patrols respond to the train station track #1 for a passenger in a train car with an altered mental status. Croton EMS also dispatched. Patrols reported M.T.A. Police patrols also arrived and are handling. Croton EMS, escorted by M.T.A. Police, transported the patient to Phelps Memorial Hospital.

Narrative: Alarm company reporting an activated burglar alarm at the Croton-Harmon School District office. Patrols responded to location and checked the exterior, reporting the building is secure.

Call Type: 911 Abandoned Call
Narrative: An abandoned 911 call was received by police headquarters. Patrols dispatched to location of call, established contact with household members and reported a language barrier. After further inquiry, it was determined a child in the residence dialed 911 in error.

Narrative: A Skyview employee reported being locked out of her vehicle and requested assistance. Patrols dispatched to location and report gaining access to vehicle without incident.

Narrative: Caller reported a family member may have passed out. Croton EMS, paramedics and patrol units responded to residence. Patrols reported the aided is awake and alert and is being transported to Hudson Valley Hospital Center.

Narrative: Caller requested EMS for her mother suffering a diabetic emergency. Caller relayed with 60 Control and EMS and paramedics responded.

Narrative: A resident reported a tall male subject wearing a grey hooded sweatshirt looking into the windows of the Croton Fire Chief's car. Unknown subject then ran northbound on South Riverside Avenue. Patrols checked the area and report the subject was gone on arrival.

Narrative: Alarm company reported an activated burglar alarm for the C.E.T. Elementary School. Patrol units responded to check the building and reported the building is secure.

Narrative: Alarm company reported an activated fire alarm at Our Savior Lutheran Church. Caller relayed to 60 Control who dispatched the Croton Fire Department to the church. Patrols also responded to location and report contractors on site set off the alarm in error.

Narrative: 60 Control dispatched the Croton Fire Department to investigate an activated carbon monoxide alarm in the garage area of the residence. Patrols also responded to location.

Narrative: Alarm company reported an activated utility alarm at the Arrowcrest Pump Station for a generator running alarm.  DPW Foreman notified and will be handling.

Narrative: Patrols came upon a disabled vehicle on South Riverside Avenue near the Shoprite Plaza. Patrols stood by for traffic diversion. Motorist was able to move the vehicle off the roadway into the Shoprite Plaza parking lot.

Narrative: DPW Superintendent reporting a vehicle off the roadway in a ditch near Gouveia Park on Albany Post Road. Patrols responded and report remaining on scene for traffic control. Patrols requested next duty tow which removed the vehicle from ditch.

Narrative: Caller reporting a vehicle parked in violation of the seasonal ordinance. Patrols responded and issued parking summons for seasonal parking violation.

Narrative: Caller reports a snowmobile being operated upon Benedict Blvd. Patrols responded to check the condition and report the snowmobile was gone on arrival.

Narrative: Alarm company reported an activated burglar alarm at C.E.T. Elementary School. Patrols dispatched and reported a janitor working inside set off the alarm in error.

Narrative: Caller reported a manhole cover out of place while Upper North Highland Place & Lower North Highland Place intersect. Department of Public Works contacted and responded to fix condition.

Narrative: Caller reported a neighbor is shoveling snow onto the road. Patrols responded and spoke with party shoveling. Party removed snow off the road and condition corrected.

Call Type: Suspicious Incident
Narrative: Caller, who is now home, stated a Mediterranean-skinned man was rummaging through her trunk at ShopRite. When she approached her vehicle, he closed the trunk, then got into a red car and drove off. The caller stated nothing was missing, so he might have been a good Samaritan closing the trunk. The caller reports no items missing or any damage to her vehicle.

Narrative: Caller stated she fell and broke her leg in front of Pronto Restaurant. 60 Control notified and responded. Patrol responded on scene. Aided transported to Phelps Memorial Hospital.

Location: Summit Place, Town of Cortlandt
Call Type: Aided
Narrative: NYSP transferred a medical aided call to Croton Police for a residence on Summit Place in the Town of Cortlandt. Caller stated her mom is choking on a bagel and is now unconscious. 60 Control notified and EMS personnel responded. Patrol dispatched to assist. Contacted NYSP and informed Troopers this location is in the Town of Cortlandt. Patrol reported doing CPR and deploying the AED. AED confirmed no shock advised and CPR was continued. EMS took over CPR when they arrived relieving Croton patrols. The party was transported to Hudson Valley Hospital Center.

Narrative: Caller reported hearing a vehicle engine revving with a loud muffler behind the Asbury Methodist Church. Patrol units responded to the area and reported the vehicle was gone upon arrival.

Narrative: 911 caller requested an ambulance for his wife who may be COVID positive and not feeling well. She is conscious and breathing but not responding normally. Caller transferred to 60 Control for Croton EMS. CEMS dispatched to the location. Patrol responded and reporedt the aided was being transported to Phelps Memorial Hospital.

Narrative: Resident at police headquarters reported his daughter lost her light blue Kate Spade wallet in the parking lot near CVS Pharmacy on Friday. Resident wanted the department to be aware in the event the property is located and turned into police headquarters.

Narrative: Staff requested Croton EMS for a nursing home patient with a low oxygen saturation level. Staff representative was relayed with 60 Control and Croton EMS was dispatched. Croton EMS handled the medical call.

Narrative: Caller requested Croton EMS for an elderly female having difficulty breathing and COVID positive symptoms. Aided reportedly exposed recently to a COVID patient. Aided was transported by Croton EMS to Westchester County Medical Center.

Narrative: Alarm company reported an activation in music room and multi purpose room at C.E.T Elementary School. Patrols units were dispatched to location.  While enroute, alarm company called to cancel and patrols returned.

Narrative: Patrol reported stopping a vehicle for failure to remove snow/ice. During the investigation, the officer located/confiscated marijuana from the passenger. The marijuana was logged into property. Operator was issued a Uniform Traffic Ticket for violating Vehicle & Traffic Laws 1229-E.

Narrative:  Patrol reported stopping a vehicle on Albany Post Road for a Vehicle & Traffic violation. Upon investigation, it was confirmed that the vehicle registration was suspended the prior month for parking violations and that the operator had no driver's license. The operator was charging with three violations: operating a vehicle with suspended registration, failure to move over for emergency vehicle and unlicensed operator. She was released with a return date of January 20, 2021, to the Village Justice Court.

Call Type: Fraudulent Activities
Narrative: Resident called reporting she was a victim of identity theft. Caller reported being tricked into purchasing gift cards then providing the serial numbers to said cards whereby the unknown suspect then defrauded the caller. Suspect also attempted to defraud the caller's bank account.  Caller has notified her local financial institution of the identity theft, as well as the credit bureaus to protect her identity and credit. Investigation continuing.

Narrative: Caller at Gouveia Park reported two dogs running around the park unattended. Patrols were able to locate the dogs and reunite the two dogs with the owner, a local resident.

Narrative: Life Alert called reporting a subscribing resident living on Darby Avenue has fallen and injured herself sustaining a head laceration. 60 Control notified to dispatch paramedics and Croton EMS to the location. Patrols also responded and gained access to the home. Aided resident was transported by Croton EMS to the Hudson Valley Hospital Center.

Narrative: A concerned caller reported six kids walking on Duck Pond. Patrols responded to check park. Patrols reported the kids were gone upon arrival.

Narrative: Caller reported her daughter was intoxicated and acting disorderly in the home. Patrols responded and separated parties in household. Patrols requested Croton EMS for one party involved, who declined medical assistance. Patrols reported the party relocated for the night a Domestic Incident Report was completed.

Narrative: Alarm company reported an activated burglar alarm in the nurse's office of Croton-Harmon High School. Patrols responded to the location and report the building exterior is secure.

Call Type: Suspicious Incident 
Narrative: Caller reported that approximately five minutes in the past, her daughter woke her up after she heard someone knocking/banging on the back door of her residence. Caller looked outside before calling and did not see anyone. Patrols responded and canvassed the area with negative results.

Call Type: Shots Fired
Narrative: Ossining PD called to report they received a call for shots fired from a resident on Beach Road in their jurisdiction. While the officers were on scene canvassing, they heard what might have been two shots fired or fireworks north of their location. Patrols responded and canvassed the area with negative results.  Patrol located unoccupied vehicle at Echo Canoe Launch. WCPD notified and sending a unit. County police reported it may have been hunters on the river.  Croton patrols report no additional shots heard in the area.

Narrative: Caller reported losing his brown leather tri-fold wallet while cross country skiing in the park. He believes it may have been in the area near the picnic tables by the restroom south of the main parking lot. Caller also advised to contact the Westchester County Police Department and County Department of Parks & Recreation to make them aware. Caller identified his personal effects in the wallet. Caller in process of canceling the credit cards in his wallet.

Narrative: 60 Control dispatched Croton EMS for a party who reportedly injured their shoulder sleigh riding on the hill entering the park on the left side. Patrols dispatched to the park. Patrols reported locating the aided on the hill off the Half Moon Bay Drive service road. Patrols reported the aided sustained a shoulder injury and was being transported to Phelps Memorial Hospital by Croton EMS.
