About NY Forward
Governor Hochul introduced the NY Forward program to revitalize downtowns in New York's smaller and rural communities, building on the success of the Downtown Revitalization Initiative (DRI) with a similar “Plan-then-Act” strategy. Now in its third round, NY Forward offers $100 million in funding, with the goal of creating vibrant downtowns and boosting local economies. Unlike DRI, NY Forward is tailored to meet the unique needs of smaller communities. So far, $200 million has been awarded to 43 communities.
The goals of the NY Forward program are to:
- Create an active downtown with a strong sense of place
- Attract new businesses that create a robust mix of shopping, entertainment and service options for residents and visitors, and that provide job opportunities for a variety of skills and salaries
- Enhance public spaces for arts and cultural events that serve the existing members of the community but also draw in visitors from around the region
- Build a diverse population, with residents and workers supported by complementary varied housing and employment opportunities
- Grow the local property tax base
- Provide amenities that support and enhance downtown living and quality of life
- Reduce greenhouse gas emissions and support investments that are more resilient to future climate change impacts.
- Public Improvement Projects: Streetscape enhancements, transportation improvements, recreational trails, signage, parks, plazas, public art, green infrastructure, and other public realm upgrades.
- New Development and/or Rehabilitation: Development or redevelopment of property for mixed-use, commercial, or public purposes that visibly impact the downtown. Parking facilities are considered only if they support new downtown development.
- Small Project Fund: Locally managed funds for smaller projects like façade improvements, building renovations, business assistance, or public art. Caps are $600,000 for DRI communities and $300,000 for NYF communities, though NYF communities can receive up to $600,000 with demonstrated demand.
- Branding and Marketing: One-time expenses for branding and marketing projects targeting residents, investors, tourists, and visitors. Ongoing operational costs, like funding a downtown manager or website maintenance, are not eligible.
Community Input
To gather input and ensure that the revitalization efforts align with community needs, the Village is inviting residents, business owners, and local stakeholders to participate in a Town Hall meeting. The meeting will be held on Monday, September 23, 2024, and will provide an opportunity for attendees to review and discuss proposed downtown improvement projects.
