Brook Street Drainage Improvement Project
In July 2004, Dvirka and Bartilucci Consulting Engineers completed a Storm Water Management Plan for the Village of Croton-on-Hudson, which included a study of various subdrainage systems and recommendations to improve the existing storm drain system, including the Brook Street Subsystem. The Village of Croton-on-Hudson updated the study of the Brook Street Drainage Basin in 2023-2024 to see what additional actions could be taken to reduce flooding along Brook Street.
In 2025, the Village successfully applied for funding from Westchester County to expand the stormwater drainage system along Terrace Place and to construct a new drainage structure along upper Brook Street. These actions will divert water from the existing brook, which runs on private property along upper Brook Street. Additionally, four catch basins will be installed along lower Brook Street to help water drain quicker during heavy rain events. Westchester County will be providing approximately 50% of the project cost, while the Village will contribute the other 50% of the project cost.
In November 2025, the Westchester County Board of Legislators approved an intermunicipal agreement with the Village to authorize the funding for the project. The Village anticipates bidding for this project during the fitst half of 2027.

Brook Street Parking Lot
The Village currently owns a parcel of land on Brook Street near North Riverside Avenue that is informally used by residents in the area for parking. A plan has been developed to clear the area and create a formal paved parking area. This will approximately triple the number of off-street parking spaces available for residents in the area.
Cleveland Drive Resurfacing Project
The Village of Croton-on-Hudson, using repurposed federal earmark funds from a number of years ago, plans to resurface Cleveland Drive from Jacoby Street to Benedict Blvd. in 2026. Additional streets to be resurfaced under this project include Wood Road from Grand Street to Gerstein Street, Gerstein Street from Wood Road to Cleveland Drive, and Old Post Road South from Cleveland Drive to Maple Street.
The roadways included for resurfacing in this project were required to be classified under a certain functional class by the New York State Dept. of Transportation. The Village put out the bid for this project on February 19, 2026, with the bid being awarded to ELQ Industries on May 6, 2026. You can view the resolution

In anticipation of this project, members of the Croton DPW have reframed the storm drains along Cleveland Drive and Gerstein Street and upgraded the pedestrian ramps along the sidewalks to meet ADA requirements.

Work will generally be conducted between 7:00 AM and 5:00 PM. Adjustments to this schedule may occur based on weather conditions and other unforeseen factors. There may be temporary restrictions on driveway access during milling and paving operations. Crews will attempt to minimize disruptions and restore access as quickly as possible. Please plan your travel accordingly and expect potential delays.

Farrington Road Staircase Replacement Project
The staircase, acquired by the Village in the 1930s, allows pedestrian access from Farrington Road to Terrace Place. These steps are a direct access from the Farrington neighborhood to the Municipal Building and upper Village. The staircase is showing its age and is in need of being replaced.
The Village Board allocated funding for the design of the replacement staircase in the 2024-2025 capital budget. A bid was released in spring 2025 for the construction portion of the project; however, the bid responses came in higher than expected and the Village Board rejected the bids received.
A contractor has been retained to assist the Department of Public Works with the project. The project is slated to begin on June 30, 2026. The steps will be closed to the public for the duration of the project. It is expected that the steps will re-open by Labor Day 2026.
Half Moon Bay Bridge Rehabilitation & Reconstruction
In order to address past safety flags and inspections, the Village is moving ahead with the rehabilitation/reconstruction of the Half Moon Bay Bridge. The Village has contracted with a design firm and is currently working towards developing plans and specifications for this project. Upon completion of the design drawings, the Village intends to go out bid to complete this work.
This project is partially funded through a federal earmark and must be performed under NYS DOT guidelines and in cooperation with Metro North Railroad, whose tracks run underneath the bridge. It is currently anticipated that the project will be let for bidding in 2026, with construction beginning in early 2027 and taking approximately 14 months to complete.

On March 2, 2026, the Village received authorization to proceed to detailed design from the New York State Dept. of Transportation, which is the final step before receiving authorization for construction. Over the next few months, a detailed cost estimate for the project will be developed, approval from the railroad will be secured and final construction drawings will be completed so the project will be ready to go out to bid in the fall.
Municipal Building Improvements
The Municipal Building, originally a school for children in Croton-on-Hudson, was purchased by the Village in the 1930s and has housed village offices ever since. The building was not designed with air conditioning in mind and the current HVAC equipment is outdated and inefficient. In the 2023-2024 capital budget, funds were set aside to replace the air conditioning equipment in the building. Thus far, portions of the justice court and police department equipment have been replaced.
During the current year, the equipment for the offices on the second floor is scheduled for replacement. The work was bid in June 2025 and four bids were received by the due date of July 3, 2025. However, due to higher than expected costs, the Village Board rejected the bids received. DPW evaluated the needs of the building and developed a plan to replace the existing equipment in the offices of the Village Treasurer, Clerk and Manager this year, while staying within the budgeted amounts. The project was completed during the week of November 24. A new service panel to provide adequate ampage to the new equipment was installed in early May.
The retaining wall that surrounds the Brook Street and Old Post Road North sides of the Municipal Building property is also scheduled to be repaired/repainted this fiscal year. $100,000 was allocated in the 2024-2025 capital budget for this work. A bid document is presently being drafted to begin this project.
Finally, the Dept. of Public Works is developing a conceptual plan to renovate the Engineering Department to provide adequate desk space for new staff members, a meeting space for staff to meet with residents and contractors, and storage space for building records. It is anticipated that this work will take place in 2026.
New Drainage in Lot G at the Croton-Harmon Train Station Parking Lot
A new underground drainage system will be installed in Lot G at the parking lot to connect to the gutters and liters on the solar canopy system. This project will be done using Village staff as well as a private contractor. During the project, some areas of the parking lot will be temporarily closed to allow for excavation, installation and paving.
New Water Main Installation to DPW Garage
Currently, the DPW facility is served by a well. While water quality is acceptable, the building, due to its use, is considered a Public Water System. Requirements and restrictions are stricter than typical residential wells. Connecting to a new water main would allow for easier compliance as well as the potential to connect to a fire suppression system. Existing iron filtration can also be abandoned due to the nature of the treated water to be delivered to the building. The new water main would run from the well fields along Route 129 to the garage, and will involve coordination among the Westchester County Dept. of Health, Town of Cortlandt and the New York State Dept. of Transportation.
Rectangular Rapid Flashing Beacon on Maple Street
A Rectangular Rapid Flashing Beacon (RRFB) will be installed at the crosswalk on Maple Street at its intersection with Wells Avenue. This is a heavily traveled roadway and crossing Maple Street can be dangerous. The flashing beacon being proposed would match the two recently installed along Route 129 (Grand Street at Wood Road and mid-block on Maple Street near PVC School). The Village has received a grant for a portion of this work from the AARP Community Challenge.
Sidewalks for Municipal Place and South Riverside Avenue
The Village is planning to install new sidewalks along the north side of Municipal Place and the east side of South Riverside Avenue to complete the sidewalk network in this area. Westchester County has awarded the Village grant funding under the Complete Streets Program to complete this work. The Village has also received funding from State Assemblymember Dana Levenberg for this project.
Design work will commence in 2026, with construction slated for 2027.
Traffic Light Replacement - South Riverside Avenue
The traffic signals located at South Riverside Avenue and Croton Point Avenue, and South Riverside Avenue and Benedict Blvd., are controlled by older units and in need of replacement. The newer units will allow for timing of the lights to be controlled by sensors, reducing the time that vehicles must sit at red lights, and allow for better coordination between the walk/don't walk signals at each intersection. They will also allow emergency vehicles from the Harmon Firehouse to control the intersection, making it safer during an emergency response.
The Village is preparing to issue a bid for the purchase of the equipment needed to replace the existing traffic lights. The bid is expected to be posted in the near future
Morabito Electric, operating under an existing contract, is undertaking this project under the direction of the Dept. of Public Works.
Traffic Study Along Old Post Road North
The Village has contracted with AKRF to conduct a traffic study on Old Post Road North between Hunter Place and Michaels Lane to ensure the intersections are configured in the safest manner possible for vehicles, pedestrians and cyclists.
During the month of September, data collection was undertaken to get accurate counts of vehicular and pedestrian traffic in the study area. Based on this data, a
report has been prepared and
proposed concept plans were developed.

Water Main Relining - Lounsbury Road
Most of the water mains in the Village are more than 80 years old, with many over 100 years old. The Village started a project of relining and replacing water mains approximately 15 years ago in an effort to improve water quality throughout the Village. Relining has proven to be a very successful tactic in improving water quality while making use of infrastructure that is able to remain in place.
In recent years, numerous complaints have been received regarding the water quality along Lounsbury Road, specifically on the lower section of the road near Old Post Road North. In 2024, the Village Board contracted with WSP Inc. to begin developing plans for the cleaning and relining of the existing water main. Construction on this project, which will involve placing a temporary water main alongside the existing water main to provide water service to the homes along Lounsbury Road, is slated to begin in 2026. As of the week of January 5, 2026 the water main plans have been submitted to the Westchster County Department of Health for review.
Water Tank Feasibility Study
The Village of Croton-on-Hudson is requesting proposals from design firms with qualified staff and experience to perform an analysis of the existing water storage tank located on Upper North Highland Place.
The purpose of this project is to evaluate and make recommendations for repairs, improvements, or replacement of the Upper North Highland Water Storage Tank. The goal for this project is to address current needs for the aging tank, and provide the Village with a facility that can feasibly meet all applicable current codes and standards as well as operational needs.
The Village received bids for the Water Tank Project on December 10, 2025. On March 25, 2026, the bid was awarded to USG Water Solutions.
