Weekly Police Blotter: April 5 - April 11

A selection of incidents from the police blotter of the Croton-on-Hudson Police Department. Please note that the below information is public record and does not constitute all calls received by the department during the period.

Narrative: 911 caller stated her neighbor is experiencing high blood pressure. Aided's caretaker was on scene. Patrol and Croton EMS dispatched; aided refused further medical attention.

Call Type: Utility Issue
Narrative: Caller reported wire in roadway on Maple Street near Olcott Avenue. Patrol dispatched. Patrol reported cable line connected to Maple Street residence and utility pole in roadway. Wire still connected on both ends so it cannot be removed from roadway. Owner of residence on Maple Street advised patrols he had already contacted Cablevision and is awaiting their arrival.

Call Type: Stolen Vehicle
Narrative: An employee of New York Sports Club reported one of their clients just told him that his vehicle was stolen from the parking lot. Caller does not know client's name or make of vehicle. Patrols responded and interviewed vehicle owner who stated he locked his keys and wallet inside a locker at the club while he worked out. After he worked out, he found his locker open and his keys and wallet missing. Vehicle owner then walked out and noticed his gray 2018 Toyota Rav 4 missing. Owner of vehicle/victim also reported numerous charges just made on his credit cards at a store in White Plains. Case report to be filed. Patrol provided courtesy transport to owner's home.

Narrative: Caller stated he was traveling on Route 9A five minutes in the past and he was rear-ended by a black Jeep that fled from the scene. Caller could not state whether he was traveling north or south but his vehicle has heavy rear end damage. Patrol dispatched on a delay. Patrol confirmed damage to caller's vehicle, a gray 2012 Toyota. Patrol recovered possible rear bumper to caller's vehicle in the area of the 1200 block of Albany Post Road. Investigation to follow; report to be filed.

Call Type: Motor Vehicle Accident/Dispute
Narrative: Caller stated he was just run off the road and his vehicle was struck and damaged by a black Jeep while traveling south on Route 9 just past the split. Caller stated he and the other vehicle are now pulled over in Ossining and that the operator of the other vehicle is out of his car, screaming at caller, and attempting to break into his car. Patrol dispatched; Village of Ossining Police also notified and responded. Patrol reported suspect fled on foot from North Highland Avenue near the textile corporation. Suspect was a white / Hispanic male with long black hair, American flag cowboy boots, jeans, a green sweatshirt, and a leather vest. Suspect continued yelling and would not comply with Ossining Police orders. Ossining Police deployed taser to apprehend the suspect in front of North Highland Avenue and Piping Rock Drive.

Narrative: Caller, who would only provide her name, cell phone number and that she lives in the school district but not the village, called to report an incident that occurred yesterday. Caller stated that she and her husband, who are Asian-American, brought their dog to Black Rock Park yesterday afternoon around 4 p.m. While there, she states that a white male, named Adam, who had two dogs, was wearing a face mask and sunglasses, started asking her a lot of questions like "Where do you live? How long have you been here?" and making comments that "the neighborhood is definitely changing." The caller stated the male made her very uncomfortable and that she walked away from him and left the park. Caller wanted incident on record in light of the recent hate crimes against the Asian population.

Narrative: Male resident in police headquarters to report suspicious messages received via Snapchat. Subject was unable to log onto his Snapchat account while in headquarters and would not elaborate on what the messages said or who they were from. He stated that he felt like people were against him. Male subject was asked if he was suicidal - he stated no. Subject offered assistance but declined. He then said he was hungry and was going home to eat.

Narrative: Report of two-car accident at intersection. Patrols responded and reported both a 2010 Subaru and a 2021 Mazda involved. Vehicle operators both possessed valid licenses and registrations of vehicles are valid. Patrols to file a report.

Narrative: Caller requested EMS for her husband who hit his head earlier in the house. Caller reported her husband is breathing normally but he is a little foggy. She reports this happened a few hours ago. Croton EMS dispatched. NYSP - Cortlandt barracks contacted and advised of the medical aid call.

Narrative: Alarm company reported an activated burglar alarm in the Carrie E. Tompkins Elementary School. Patrol units dispatched and reported door 18 in the rear of the school open.  Patrols reported checking the building with a teacher on scene and reported all appears secure. Alarm company notified of disposition.

Narrative: Caller reported her daughter lost a light blue metallic wallet while in the Van Wyck Shopping Center on Maple Street. Caller notified CVS pharmacy staff and the owner of The Dessertist to let them know of the lost wallet.

Narrative: Croton EMS dispatched to Croton Landing park on a report of a party having sustained an injury in the park. Patrols also dispatched to the location. Aided refused medical attention.

Narrative: Caller reported having an argument with his wife, who struck him multiple times causing a laceration above his eye and a split lip. Caller stated his wife was outside. Patrols responded and Croton EMS dispatched. Croton EMS treated the victim and suspect on scene; both parties refused further medical attention. No order(s) of protection on file for parties involved. The suspect, a 38-year-old resident, was arrested for Assault in the 3rd degree and transported to police headquarters. She was arraigned before Judge Watkins, issued a temporary order of protection, and released with a return court date in the Village Justice Court.

Narrative: Caller reported she is hearing unfamiliar noises outside of the residence and requested an officer check the area. Patrol responded (with delay due to prior call) and reported all appears secure.

Narrative: NYSP BCI investigator requested back-up on Route 9 south, just north of the Municipal Place exit ramp, for a vehicle stop that NYSP are conducting on a gray Subaru with temporary paper tags. Vehicle occupied by several subjects. Vehicle wanted in connection with a domestic dispute and one of the subjects may be armed. Patrols dispatched. One subject taken into custody without incident. NYSP handling the arrest and case.

Narrative: Cell phone caller reports brown and black medium sized dog running loose in area of 45 Lexington Drive.  Patrol dispatched.  Patrol canvassed area with negative results.

Narrative: Resident in police headquarters to report being contacted by the NYS Department of Labor regarding an unknown person who applied for unemployment benefits in her name. Patrols interviewed the victim and will file a report.

Narrative: Patrol reported stopping a blue 2017 Honda Civic bearing a New York license plate for VTL violation. Upon investigation, patrol determined the operator had a suspended driver's license for failure to pay child support. The operator, a 31-year-old resident of Ossining, was booked and processed roadside.

Narrative: Caller reported her 15-year-old daughter is having a prolonged seizure. Croton EMS and patrols were dispatched to the residence. Patrols reported aided refused further medical attention.

Narrative: Croton EMS dispatched to the Croton-Harmon Train Station for a male who is passed out in the southern stairwell of track 4. Patrol responded and reported MTA PD on scene prior to arrival; turned over to Croton EMS.

Narrative: Caller dialed 911 stating she is being held at Sky View and wants to talk to her family. Patrol responded and spoke with the caller and staff; there was no problem at location.

Narrative: Patrols dispatched to Croton-Harmon Train Station for a report of an unresponsive male on the train at track 2. Croton EMS en route. Patrol reported no persons in need of assistance. Scene cleared.

Narrative: Caller reported landscapers working before designated hours on Old Post Road South near Sunset Drive. Patrols dispatched and advised the landscapers to hold off until the designated time.

Narrative: Resident in police headquarters to report two separate incidents involving his wife who he is divorcing. The first incident took place on March 23, 2021. He stated he was out of state on business and, while he was away, his wife hired a locksmith to access two locked file cabinets in his basement home office (he has the receipt from the locksmith). The second incident took place on April 2, 2021. He and his wife had an argument and she struck him in the face. Patrols interviewed reporting party and obtained supporting depositions. Report to be filed.

Narrative: Caller reported trucks are double-parked in the street and blocking traffic near the Hudson River Deli. Patrol dispatched and reported no violations observed. Parking enforcement advised to make frequent checks of area while on duty.

Narrative: Resident called to inquire if anyone had turned in a small metal credit card holder with three of her credit cards. She stated she has not seen it in at least a month. Lost and found checked with negative results. Caller was advised that if it is turned in, she will be notified.

Call Type: Landlord/Tenant Dispute
Narrative: Caller reported that she is outside her home trying to get some work done and her tenant next door, whom the landlord is in the process of evicting, is yelling and making her nervous. Patrol dispatched. Caller was videotaping tenant as he worked out with weights on his back deck on the advice of her attorney. Caller stated that once her tenant realized he was being recorded, he started yelling at her. Patrol reported the tenant was not outside upon arrival nor did he answer his door. No offenses committed.

Narrative: A local resident walked into police headquarters to report that his dad is trying to institutionalize him. He stated that his dad whispers things to him and keeps him up at night, but did not elaborate further. Resident stated that he was trying to sue his father but the attorney dropped his case. The resident, an adult, was advised that since he is an adult he can leave his father’s residence but he stated he has nowhere to go. He stated that he believed everyone is wearing masks because of him but did not elaborate. Blotter only at this time.

Narrative: Caller reported his truck was just struck and damaged while parked in the Mini Deli parking lot. Caller stated a female witness advised him that a gray pickup truck with side rails hit his car and then left the lot and headed north on Route 129/Maple Street. Patrols dispatched and canvassed Maple Street and the surrounding area for a gray pickup truck with negative results. Patrol reported caller's vehicle as a tan 2017 Toyota Tacoma. Report to be filed. A further investigation revealed the vehicle involved to be a gray 2005 Dodge Ram. The vehicle owner was contacted by patrol officers and he responded to police headquarters with vehicle and issued one summons for VTL 600 1a, leaving the scene of a property damage auto accident.

Narrative: A male caller, who wished to remain anonymous, reported a white male with dark hair, possibly a teenager, wearing a green hooded sweatshirt and black sweatpants, smoking marihuana behind the Good Shepherd Chapel. Patrol dispatched and canvassed the area with negative results.

Narrative: Caller from Buffalo Biodiesel reported damage to the storage tank for the used cooking oil at the above location. Caller picks up the used oil at that location. Patrol dispatched and spoke to caller as well as staff at the diner. Patrol reported no offenses have been committed and incident was a misunderstanding between the parties.

Narrative: Caller reported a Paraco gas truck is idling while getting fuel at the above location. Patrol dispatched and reported that the vehicle had left the gas station and was operating on the roadway upon their arrival.

Narrative: Caller stated she was outside on Brook Street when an olive green Jeep Wrangler went by with the top down and she heard a female passenger screaming for help. Vehicle had no rear license plate. Vehicle went towards the train station. Patrols dispatched and checked the area, including the train station, and could not locate the vehicle.

Narrative: Crisis Prevention called requesting police and EMS for a hospital transport. Caller has paperwork signed for hospital admission. Patrol on scene report aided is being compliant. Croton EMS notified and responded. Aided transported to the hospital.

Narrative: Resident in police headquarters reported someone filed unemployment on her behalf. Reporting resident stated she has never filed for unemployment benefits. Victim completed paperwork with patrol to file a report. Detective Division to follow up.

Narrative: Caller reported a residential burglary alarm sounding. Patrol dispatched and checked the residence; reported all to be secure from what could be checked. Patrol reported there is a dog inside that may have set off the motion sensor.

Narrative: Caller reported a female with no shoes and a green jacket is dancing in the parking lot taking pictures of people and car license plates. Patrol dispatched and spoke with the party, who stated she was taking a picture of her mailbox. Patrol reported no police action required.

Narrative: Caller reported that a male and female walking two dogs walked onto his driveway. Caller described the couple as a white male and female in their 40's. Caller reported he saw the couple do the same thing yesterday on his surveillance camera. Caller, a resident of Truesdale Drive, asked the couple to not walk on his property and the three got into a verbal argument and the man told the caller, "I'm a lawyer, this isn't your property." The caller stated the couple had walked around the half circle in his driveway which he reports is 14' from the roadway. He reported the couple have since left the area. Patrol to BOLO the area.

Narrative: Complainant in police headquarters reporting someone filed for unemployment benefits on his behalf. His mail carrier gave him a bunch of papers today with his name on it but sent to an address that is not his on Grand Street. Complainant indicates he has never filed for unemployment benefits. Detective Division to follow up.

Narrative: Principal of Pierre Van Cortland Middle School reported a truant 7th grade student who has an excessive number of absences this school year. Principal stated that Child Protective Services was involved with the student's family but they have dropped the case. He further stated that both he and the school psychiatrist will be making a home visit to the student's residence. Youth detective notified.

Narrative: Caller reported her vehicle was broken into sometime overnight while parked in her driveway. She stated she parked her car in the driveway at 2 p.m. yesterday and did not use it again until 7:45 a.m. She stated the car was locked. This morning, she noticed that her sunroof appeared to have been pried open and some loose change, a scarf and small pouch are missing from the vehicle. Caller stated she got in her vehicle and drove to work then decided to call the police. Patrol dispatched to caller's work location. Patrol reported vehicle involved is a  white 2012 Mercedes ML350. Patrol reported no damage to sunroof or doors of vehicle and no signs of forced entry. Caller to complete supporting deposition and will bring it to headquarters. Report to be filed.

Narrative: Caller reported a customer locked his keys in his van outside of the Croton Mini Deli. Patrol dispatched. Entry gained into the vehicle.

Narrative: Caller, a resident of Old Post Road South, came into police headquarters reporting that somebody has fraudulently filed a NYS unemployment insurance claim in his name. He has already been in contact with the NYS Department of labor. Blotter only at this time.

Narrative: Caller stated his neighbor’s dog barks all day long. He said it runs in and out of the house barking. Patrol dispatched to the house and report there is no dog outside nor dog barking.

Narrative: Caller received a letter in the mail for unemployment benefits from the Colorado Dept. of Labor. Victim never filed for unemployment in the state and would like to report it. Victim notified Colorado to cancel the benefits. Victim reported she had received benefits from NYS unemployment last year but is not currently.

Narrative: Caller locked her keys inside her car. Patrol responded and gained entry.

Narrative: Caller reported her neighbor just removed property line markers from her property and began yelling and cursing at her. Patrol dispatched. Incident is related to an ongoing disputes between the neighbors. Patrol was able to mediate the situation and the property line stakes were re-inserted. Both parties were advised to leave each other alone.

Narrative: Caller requested EMS for a 23-year-old female guest at her home, who stated she is not feeling well, cannot think straight and is having difficulty breathing. Patrols dispatched and Croton EMS responded. Aided transported to the hospital.

Narrative: Caller reported several cars parked in the area of the Hudson River Deli in violation of parking rules. Patrol dispatched and reported no violations upon arrival.

Narrative: Caller reported a possible unattended fire at Croton Point Park. Croton Fire Department dispatched and handled the scene.

Narrative: Caller reported a white male skateboarding on Lower North Highland Place yelling and cursing. Caller stated this is an ongoing problem. Patrol dispatched and spoke to the skateboarder who stated he sometimes yells and curses when he falls off the skateboard. Patrols advised him of complaint and he agreed to keep his voice low.

Narrative: Resident in police headquarters turning in a Winchester 12 gauge shotgun for safekeeping. Property owner advised of time limits on holding property.

Narrative: Civilian in police headquarters to turn in a green debit card bearing the name of owner. Contact was made with the owner of card, who responded to recover her property.

Narrative: Female resident caller reported she wants her two-year-old daughter back from her ex-boyfriend, who resides in Peekskill. Caller went to Peekskill PD this morning to try and get her daughter back. Peekskill PD made contact with father and the daughter. Peekskill Police told her the daughter is okay but they are not taking her from the father because the mother does not have family court paperwork for custody. She was advised to go to family court to get a custody agreement. She stated she did but will not have the paperwork signed until Monday. Report has been filed.

Narrative: Croton Fire Department dispatched to the Croton Water Dept. building at 340 Grand Street for a commercial fire alarm. Water Dept. personnel notified and responding. Patrols responded and scene handled by Croton FD.

Narrative: Caller reported his neighbor's beagle has been barking continuously. Patrols responded to given address and made contact with the dog owner's daughter. Patrols informed her to keep the dog quiet.

Narrative: Alarm company reported two activated burglar alarms at the Gouveia House. Patrol responded to location and reported an open door at the location. Patrol checked location and report all appears ok.

Narrative: Caller reported she hears screaming between two neighbors. Patrol dispatched and report there is no domestic incident; incident involved their pet.

Narrative: Caller reported there is a man who is a non-resident swimming in the river along Nordica Drive. When questioned as to where the swimmer is located, the caller stated "Mayo's of course." Patrols dispatched. Caller called back and insisted the desk officer run the plate of a car in the area and let her know if he was a Croton resident. Patrol checked Mayo's landing and canvassed the area. No one was found to be swimming in the area.

Narrative: Caller reported his fire alarm keeps going off. Patrol and Croton FD dispatched. Croton FD handled the scene.

Narrative: Caller reported there are three men, wearing lights on their head, fishing at Mayo's Landing. Patrols responded and canvassed the area with negative results. Patrols spoke to the caller. Patrol advised vehicle registration is valid out of New Rochelle and was parked in the area on Nordica Drive.

Narrative: NYSP reported they received a noise complaint for loud music from a female at Bari Manor. Patrols responded and advised the resident to lower the music. The young male advised refused to provide any personal information. Condition corrected.

Narrative: Caller reported observing two ducks, possibly Mallards, in the area of Cleveland Drive and Benedict Blvd., while walking her dogs. Caller stated they appear to be fine but they might be lost. Blotter only at this time.

Narrative: Caller reported that a bear was on her property last Thursday, April 8, around 10 p.m. and actually left marks on the house windows. Caller indicated they have a bin for garbage and really do not leave much outside to attract animals. Caller just wanted the police to be aware of sighting.

Narrative: Caller reported she is employed with the Croton-Harmon School District and recently received a letter from NYS Department of Labor indicating unemployment benefits were filed with her personal information. She indicated she works at CET School and a number of co-workers also have reported the same type of identity theft. Caller indicated she received a Go To Bank debit card recently in the mail indicating to activate the card and test messages from Go To Bank recently. She was advised to preserve the text messages. Caller indicated she has never applied for unemployment benefits.

Narrative: Caller reported receiving an unsolicited envelope from China with some seeds inside the envelope. She has heard of others receiving similar envelopes recently and wanted to turn over the envelope and seeds to the police. Patrols responded and took custody of the envelope and secured in temporary evidence locker.

Narrative: Caller reported a male subject standing outside a black SUV which is occupied by a female on North Riverside Avenue near Farrington Rd. Caller reported it appears there is a dispute taking place. Second caller reported he is at a house on North Riverside Avenue and a male black in his thirties about 5'10 to 5'11 is banging on the exterior of the SUV which appears to be occupied by a pregnant female. Caller indicated the male subject is south of caller’s location. Patrols dispatched and canvassed the area; vehicle and parties are now gone on arrival.

Narrative: Caller indicated last night he was walking on Nordica Drive to fish down by the river. Caller indicated that a female resident of Nordica Drive was in her vehicle and started yelling at him. Caller stated she was derogatory and harassing him. The caller indicated he wanted to de-escalate the situation and left in order to avoid a confrontation. The caller indicates the woman said 'You can't go over there', 'Go back to your country', 'You don't speak the language and should not be here', 'If you don't know the constitution of the United States, you should not be here'. Caller indicated his friend is a neighbor of the woman involved and that the situation really made him feel bad when this happened. Caller was advised to report any future incidents at the time of occurrence so patrols may respond.
