Request for Proposals were sent to planning and traffic consultants for a Croton Harmon Parking Facility Vehicular, Pedestrian and Bicycle Study.

March 2008
Authorization to approve proposal from RBA Group.

June 2008
Resolution authorizing application for funds through the Transportation Enhancement Grant Program. Application sent.

Initial project plan was approved and resolution authorizing the Village Manager to execute a contract with NYSDOT was adopted.

June 2010
Authorization to proceed with preliminary engineering and ROW incidentials was received. The executed contract from NYSDOT was received and the RFQ was sent out.

July 2010
Received proposals from 7 firms in response to the RFQ.

October 2010
CHA selected to proceed with negotiations on scope of work and cost.

February 2011
Resolution authorizing approval of proposal from CHA.

April 2011
CHA approved by NYSDOT.

May 2011
Executed contract with CHA and authorization to proceed.

December 2011
CHA meeting with Bicycle Pedestrian Committee.

Design guidelines submitted to the NYSDOT and the Village Board declared itself lead agency for SEQR purposes. The EAF and CAF were issued.

January 2014
NYSDOT returned comments back to the Village.

March 2014
Work Session with Village Board updating the Board on status of project.

July 2014
Village Board issued a determination of no environmental significance for SEQRA purposes.

September 2014
Village Board issued its determination of consistency with the LWRP.

April 2015
Final Design Report submitted.

July 2015
Village received approval for a no-cost time extension until September 30, 2018.

October 2015
Village received design approval and authorization to proceed with detailed design.

January 2019
Village entered into a supplement aggrement with CHA in the amount of $248,910. Total contract with CHA now totals $663,519.

March 2018
Village received approval for a no-cost time extension until March 31, 2020.

April 2018
Authorization to Proceed with ROW acquisition issued by NYS DOT.

November 2018
An agreement with NYSDOT whereby the village would maintain, repair and energize the lighting system installed along Croton Point Avenue was authorized by the Village Board.

December 2018
Village Board authorized an agreement with the owner of 1 Croton Point Avenue to purchase a small portion of the property for $18,000.

January 2019
Village Board authorized a supplemental agreement with the NYSDOT for an additional $250,000 in funding for the project. A revised agreement with the NYSDOT was approved which changed the maintenance period on the lighting system along Croton Point Avenue from 20 years to 25 years.

February 2019
Authorization to Proceed to construction given by NYS DOT.

March 2019
Advertisement for Bids issued on March 1; all bids due March 29.

April 2019
Village Board rejects two bids received for project due to inadequate competition and higher than expected prices. No-cost time extension request submitted to NYSDOT.
 
November 2019
Project was re-bid after Village undertook some site work during the summer and fall.
 
December 2019
Three bids received at time of bid opening. Lowest bid was approximately $1 million over the engineer’s estimate.
 
January 2020
Additional project funding in the amount of $1,000,000 requested from NYSDOT.
 
February 2020
Village Board authorized the awarding of project bid to Paladino Concrete Creations Corp. of Mount Vernon for $3,800,074.50.
 
March 2020
No-cost time extension request approved by NYSDOT. New project completion date set for no later than 12/31/2022. Project begins March 31, 2020.
 
June 2021
Traffic lights activated along Croton Point Avenue; project complete.
