Village of Croton-on-Hudson Croton-Harmon Train Station Improvement Project 2009 Update
Week of December 7 - 13, 2009
The re-installation of box beam guide rail around the perimeter of the improved parking lot was essentially completed. The work of installing an automated parking pay system continued. Re-installation of the parking designation and informational signs commenced. Most of the pavement markings for the newly improved parking lot and for Veterans Plaza were applied.
Next week, the work of installing the automated parking pay system will continue. It is anticipated that the application of pavement markings will be completed as will the re-installation of the parking designation signs. Final cleanup work should take place. Sections F, G, and H will open to commuter parking on December 14th.
Week of November 30 - December 6, 2009
The asphalt paving of the rebuilt parking lot and Veterans Plaza was essentially completed during the week. The work of installing an automated parking pay system continued. Re-installation of box beam guide rail around the perimeter of the improved parking lot continued.
Next week, it is expected that the re-installation of guide rail will be completed. It is also anticipated that the pavement markings will be applied and that the parking informational signs will be re-installed.
Week of November 2 - 8, 2009
Work was completed on raising the parking lot light pole concrete bases and some of the luminaires were reinstalled. Construction of concrete curbs and sidewalks for the elevated Veterans Plaza continued. Additional subbase fill was placed for both the elevated Veterans Plaza and the parking lot. The work of installing an automated parking pay system continued. The process of fine grading the subbase for Veterans Plaza commenced.
Next week the reinstallation of the light poles and luminaires in the parking lot will be completed. The construction of concrete curbs and sidewalks will be completed. The hauling in of additional subbase material for the main parking lot will continue and the process of fine grading begun. It is expected that placement of the bottom courses of asphalt concrete for the rebuilt Veterans Plaza will take place.
Week of October 26 - November 1, 2009
The relocated (temporary) ticket booth for daily parking was made operational and the old ticket booth was demolished and removed. Work continued on raising the parking lot light pole concrete bases. Construction of concrete curbs and sidewalks for the elevated Veterans Plaza resumed. Additional subbase fill was hauled in and placed. The balance of waste excavated soil was removed from the site. In addition, the work of installing an automated parking pay system commenced.
Next week it is expected the light pole bases will be completed, as will the pouring of the concrete curbs and sidewalks on Veterans Plaza. Additional subbase fill will be placed and the process of fine grading Veterans Plaza should begin. Work will continue on the automated parking pay system.
Week of October 19 - 25, 2009
A temporary ticket booth for daily parking was set in place so that the existing ticket booth building could be demolished. This would permit construction of the raised parking lot in that area. The bulk of stockpiled excavated soil was removed from the project site. Work progressed on raising the parking lot light bases and poles to the higher level of the parking lot.
Next week, it is expected that the old parking ticket booth will be demolished, removal of excavated soil will continue, the construction of concrete curbs and sidewalks in the raised Veterans Plaza will resume, the raising of the light poles will continue, and the work of installing an automated parking pay system will commence.
Next week, beginning Monday, October 26th, the gravel field (formerly lots G and H) will be closed to commuter parking. Alternate parking is available on South Riverside Avenue and Croton Point Park. Shuttle bus service will run betweenfrom 7am to 10 am and between 4:30 pm to 8:30 pm.
Week of October 12 - 16, 2009
Next week, construction of the new concrete curbing and walkways along the elevated Veterans Plaza will continue. The light poles will be raised in the gravel field. Connection of the temporary ticket booth will commence. Shuttle bus service will be available to and from Croton Point Park.
Week of September 21 - 27, 2009
Continued good progress was made on construction of new concrete curbing for the elevated Veterans Plaza. In addition, construction of the new concrete walkways commenced. Additional subbase material for the rebuilding of the roadway was placed.
Next week, construction of the new concrete curbing and walkways along the elevated Veterans Plaza will continue.
The preloading of the parking lot primary fill will go on.
Week of September 14 - 20, 2009
Good progress was made on the construction of new concrete curbing for the raised Veterans Plaza. Concurrently, subbase for the new roadway was placed.
Next week, construction of the new concrete curbing will continue and preparations for pouring the new concrete walkways along Veterans Plaza will commence.
Week of August 31 - September 6, 2009
Continued good progress was made on the filling operation to raise the grade of Veterans Plaza. In addition, construction of the new storm drainage facilities on Veterans Plaza was completed. A section of Veterans Plaza was closed to traffic with a detour established on the graveled surfaced parking lot to the east.
Next week, the filling and compacting of the new subbase for Veterans Plaza will continue. Preparations for the construction of new curbs and sidewalks on Veterans Plaza will commence. A section of Veterans Plaza will remain closed to all traffic.
Week of August 24 - 30, 2009
Good progress was made on the raising and rebuilding of Veterans Plaza. This included the cold milling and reclaiming of the existing asphalt concrete pavement. A section of the existing parking lot on the west side of Veterans Plaza was also milled and reclaimed. A portion of Veterans Plaza was closed to traffic with a detour established on the gravel surfaced parking lot to the east. Additionally, the preloading period of the parking lot fill continued while vehicles were permitted to park on the gravel surface.
Next week, new drainage catch basins and culverts will be installed in Veterans Plaza. Compacting and grading of the new subbase for Veterans Plaza will continue. A section of Veterans Plaza will remain closed to all traffic.
Week of August 17 - 23, 2009
Further progress was made in the placement of fill for elevating the parking lot. The preloading period of the fill continued while vehicles were permitted to park on the gravel surface. Preparations began for the commencement of the raising and rebuilding of Veterans Plaza.
Next week, the week of August 24th, intensive work on Veterans Plaza itself will begin. This includes the cold milling and reclaiming of the existing asphalt concrete pavement. The work will necessitate the closing of a portion of Veterans Plaza. Traffic will be detoured onto a parallel travelway over the gravel surfaced parking lot.
In order to access the area to the West of Veterans Plaza (Sections B, C, D, E, Preferred, Handicapped, and the pickup/dropoff area) you must take the first right from Veterans Plaza. In order to access the gravel field, and sections I and J (behind the Municipal Garage), you may take the left into the gravel area immediately south of the ticket booth.
Also on Tuesday, August 25th, as part of the road construction we will be losing a number of spaces adjacent to Veterans Plaza. The lost handicapped spaces have been relocated to Section C.
Construction of the road and the adjacent parking spaces is expected to last a number of weeks.
In order to make up for the lost spaces, we have reinstated the shuttle bus to and from South Riverside Avenue. This bus will begin on Monday, August 24th, available from 7am to 10 am and 4:30 pm to 8:30 pm.
Week of August 3 - 9, 2009
Filling and grading work at the southerly end of the project continued as did construction of new drainage facilities within the parking lot and along Veterans Plaza. Shuttle bus service was discontinued and monthly parking was permitted in designated areas of the gravel surfaced lot under construction.
Next week, filling and grading operations for the incomplete areas of the parking lot is expected to continue as is construction of the new drainage facilities. Planning is well underway for replacing the existing ticket booth and for the reconstruction (raising) of Veterans Plaza, for which construction might commence next week.
Week of July 27, 2009 - August 2, 2009
Installation of the Gabion type retaining wall along the waterside perimeter of the parking lot was completed during the week. The filling and grading work at the southerly end of the project continued as did construction of new drainage facilities within the parking lot and along Veterans Plaza.
Shuttle bus service from outlying parking areas was discontinued as of the end of the day on Friday, July 31st. There is currently sufficient capacity to accomodate permit holders within the paved lots and gravel field. Motorists are asked to abide by instructions given by parking attendants, be careful walking on the uneven gravel surface, wear appropriate footwear and to cross Veterans Plaza only at the designated accessway. Pedestrians must not enter closed off work zones.
Next week, the filling and grading operations for the incomplete areas of the site will continue as will construction of the new drainage facilities.
Week of July 20 - 26, 2009
The filling and grading operations and the installation of the perimeter retaining wall at the southerly end of the project continued toward completion. Installation of drainage catch basins within the parking lot and along Veterans Plaza also progressed.
A portion of the gravel surface reconstructed parking lot is open for public parking. Motorists are asked to abide by instructions given by parking attendants, be careful walking on the uneven gravel surface, wear appropriate footwear and to cross Veterans Plaza only at the designated accessway. Week of July 13 - 19, 2009
The filling and grading operations for a major portion of the raised parking lot are nearing completion and the preloading period has commenced. Installation of drainage catch basins and culverts within the parking lot and along Veterans Plaza continued. Construction of the Gabion wire basket retaining wall along the shoreline perimeter of the parking lot is also now nearing completion.
Next week, the filling and grading operations for the incomplete areas of the site will continue as will construction of the new drainage facilities and the perimeter retaining wall. A portion of the raised parking lot will be available for parked cars. Commuters are advised to drive and walk carefully in this area and wear appropriate footwear.
Week of June 22 - 28, 2009
Spreading and compacting of fill material for raising the elevation of the parking lot continued as did the installation of catch basins and underground drainage pipe for the raised parking lot. Construction of the wire basket and stone retaining wall at the perimeter shoreline continued. Due to the extraordinarily wet weather during the month of June progress has slowed somewhat.
Next week, the main fill operations, construction of the new storm drainage facilities and installation of the Gabion retaining wall are all expected to continue.
Week of June 8 - 14, 2009
The spreading and compacting of the fill material for raising the elevation of the parking lot continued. Installation of new drainage catch basins and underground piping for draining the raised parking lot progressed. Installation of the wire basket retaining wall at the perimeter shoreline continued in earnest. Certain operations were hampered somewhat by the extensive rainstorms during the week. However, overall, the work of the project remains on schedule.
Next week, the main fill operations, construction of the new storm drainage facilities and the installation of the Gabion retaining wall are all expected to progress at a good pace.
Cell Tower:
Work is continuing on the cell tower foundation.
Week of June 1-June 5, 2009
The filling operation has continued this week with additional fill being stockpiled for the gabion retaining wall work. Installation of new catch basins and underground pipe continued and included the finding and extending of the old buried and blocked outfall for the existing storm drain system. Installation of the wire baskets for the gabion retaining wall began this week with the work being performed during low tide periods. Overall, the work remains on schedule.
Next week, filling operations will continue, as will the continuation of the construction of the new storm drainage facilities and gabion retaining wall.
Cell Tower:
Work is continuing on the cell tower foundation.
Week of May 25 - 31, 2009
Assembly of the Gabion retaining wall wire baskets was completed. The filling operation has commenced with approximately 1,200 tons of fill being brought to the site daily with the fill being spread and compacted. Installation of new catch basins and the underground drainage pipe system also began during the week. Overall, the work remains on schedule.
Next week, filling operations will continue, as will construction of the new storm drainage facilities. It is anticipated that actual placement of the Gabion retaining wall baskets will get underway. After placement the gabion baskets will be filled with stone fill with additional fill being placed behind the retaining wall to raise the grade.
Cell Tower:
On November 3, 2008 the Village Board of Trustees approved a special permit for the construction of a cell tower at the train station. Various engineering and site issues delayed the issuance of a site plan and building permit for a number of months. Once the lease owner, Homeland Towers, satisfied all requirements, the Village was obligated to approve the building permit and allow construction to begin. Homeland Towers has begun the construction of the 140 foot high cell tower, currently Nextel, T-Mobile and AT&T are permitted by the Village for collocation on the tower. The 125 foot steel piles for the foundation have been installed, work will continue on the concrete foundation and then 140 foot high steel monopole tower. Next week, the area inside the perimeter construction fence for the
cell tower will be reduced allowing about 14 resident parking spaces to be placed back into service.
Week of May 18 - 24, 2009
The phase 1 demolition work was completed with the reclaiming of the existing asphalt pavement and removal of the concrete curb and sidewalk. The reclaiming of the existing asphalt pavement in place allowed the existing asphalt to remain on-site as part of the fill layer instead of being trucked off-site to a disposal facility. Fabrication of the gabion wire baskets for the retaining wall continued and deliveries of stone fill for the gabion baskets has started; additional storm drain pipe was delivered. A design modification to the gabion retaining wall was also finalized.
Next week the massive filling operation to elevate the parking lot surface is schedule to begin. Installation of the gabion retaining wall along the perimeter of the parking lot and components of the storm drainage system will also commence.
Week of May 11 - 17, 2009
Installation of the erosion and sediment control devices was completed; the remainder of the silt fence was installed along the shoreline and the turbidity curtain was installed in the estuary. The surveyor completed the stake out of the gabion retaining wall and other project components. The gabion baskets and some storm drainage components were delivered to the site and a progress meeting was held with the contractor.
Next week additional storm drainage components are scheduled to be delivered. Work will continue on the break up of the existing parking lot pavement with the use of reclaiming equipment to grind up the pavement. The start of the Installation of the gabion retaining wall along the shoreline is scheduled for later in the week.
Week of May 4 - 10, 2009
The contractor mobilized equipment and manpower at the site. The contractor secured the site and installed traffic control devices. Demolition began with the removal of the existing guiderails, parking signs, posts, and old concrete (jersey) barriers along the perimeter of the shoreline. Installation of erosion and sediment control devices began with the installation of the silt fence along the perimeter of the shoreline.
Next week the contractor will install the turbidity curtain in the estuary close to the shoreline. Installation of new storm drains and catch basins will begin along with the demolition of the existing parking lot pavement.
